I should know this.. but I dont so any help would be much appreciated

Can you add inscriptions to Prophecies swords/axes/hammers with no damage mods?

Nope, you're out of luck there, I'm afraid.
Only Elonian weapons with "Inscription:" in their description can be inscribed.

(I'm a poet. I didn't know it :S)
